What the rules say about Armenia

The rules below are the ones most likely to shape a stay in Armenia, in plain words and with the source behind each one. Your own report tells you which of them apply to you.

  1. Significant issueTax residency

Armenia is not Georgia, tax residents are taxed on worldwide income with a credit, not an exemption

This is the correction worth making explicit given how often Armenia and Georgia get bundled together as Caucasus nomad destinations. Georgia exempts foreign-source income for residents and non-residents alike under a territorial system. Armenia does not. Once you are an Armenian tax resident, your worldwide income is in scope, and relief for foreign tax already paid comes through an ordinary foreign tax credit, limited to the Armenian tax that would have applied to the same income, not a blanket exemption. The flat 20% personal income tax rate itself is genuine and simple, but the residency consequence is structurally different from Georgia's pitch.

  2. Significant issuePersonal income tax

Since July 2025, consulting, legal, accounting and similar professional services are locked out of the cheap tax regimes

This is the single most important trap for a Dutch remote consultant or IT contractor looking at Armenia. From 1 July 2025, legal services, accounting, audit, management consulting, market research, advertising, engineering, architectural design, healthcare and similar professional advisory services were excluded from both the turnover tax regime and the 0% micro-business regime. Alongside that, the turnover tax has always structurally excluded gambling and lottery operators, investment companies and securities market participants, investment funds and fund managers, pawnshops, foreign exchange traders, payment and settlement organizations, and crypto-asset service providers. If your work is IT consulting, management consulting, or similar professional services, you are very likely reading about a saving route that no longer applies to you.

  3. Significant issueMoving your company

Armenia not chasing you does not mean the Netherlands will not, an Armenian company actually run from a Dutch kitchen table is usually still a Dutch taxpayer

This is the trap worth naming clearly. Armenian domestic law only cares where a company is registered, confirmed directly from Tax Code Article 23, so incorporating in Armenia genuinely keeps Armenia's own tax authority out of the question of where you actually manage the business from. But Dutch corporate tax residence does not work that way. Dutch domestic law treats a company as Dutch tax resident when its actual, effective management, feitelijke leiding, sits in the Netherlands, regardless of where it is incorporated. A director running the Armenian company's real decisions, contracts and strategy from a Dutch address risks the company being treated as Dutch tax resident under Dutch law, with the 2001 Netherlands-Armenia treaty's corporate tie-breaker then needing to decide which country actually wins, and effective management is exactly the kind of fact pattern that tie-breaker tends to favor the Netherlands on.

  4. Significant issueRight to work

From 1 November 2026, several standing work-permit exemptions disappear and fees rise

A work-authorization reform takes effect 1 November 2026, weeks after this research was compiled. Currently exempt categories, including business owners and executive directors, highly qualified specialists, academic lecturers and researchers, professional athletes, and specialists handling equipment installation or training, lose their blanket exemption. The labour-market justification step converts from a case-by-case test to annual government quotas, and the state fee rises from AMD 105,000 to AMD 155,950. If you are planning an Armenia move around one of these currently-exempt categories, the ground is shifting under you.

  5. Significant issueSocial security

No social security agreement exists between Armenia and the Netherlands, Dutch coverage continuity is entirely a Dutch-side question

This research found no social security totalization or coordination agreement between Armenia and the Netherlands. Armenia is outside the EU, so EU Regulation 883/2004 coordination does not reach this corridor, and no bilateral agreement fills the gap. Armenia's own funded pension system offers no certificate-of-coverage mechanism for inbound workers the way an A1 certificate does inside the EU. Whether your Dutch AOW pension building, WW unemployment insurance or other social security coverage continues while you are in Armenia depends entirely on Dutch domestic rules for working or living abroad, not on anything Armenia offers.

  6. Needs checkingImmigration and visa

Past 180 days you are overstaying, and the fine is set by statute

Once you pass the 180-day visa-free window in a one-year period without switching to a residence permit, you are overstaying. Article 201 of the Code of Administrative Offences sets the fine at AMD 50,000 to 100,000, escalating on repeat offences. An earlier draft said no primary-source penalty schedule could be found. The practical fix is unchanged: start a temporary residence permit application, tied to work, business registration, family or education grounds, before the window closes.
