What the rules say about Cayman Islands
The rules below are the ones most likely to shape a stay in Cayman Islands, in plain words and with the source behind each one. Your own report tells you which of them apply to you.
- Significant issueImmigration and visa
The Global Citizen Concierge Programme is closed, and nothing has replaced it
Cayman's dedicated remote-work certificate, the GCCP, expired 30 November 2024 with no confirmed successor. It was the only sanctioned way to live in Cayman and legally work remotely for a foreign employer without a local work permit. Beyond ordinary visitor status, capped at six months, remaining routes all need a local employer, investment, or Cayman Enterprise City's private zone-company route. Overstaying whatever status you hold brings fines, deportation and a re-entry ban.
- Significant issueRight to work
Serving local clients or taking local work without a permit is a clear breach
Anyone wanting to engage in gainful occupation in the Islands needs a Work Permit, SEZ Certificate, or similar, and only a Cayman-based employer can sponsor one through WORC. Visiting local customers or signing local contracts crosses from quietly working for a foreign employer into the local labour-market activity the permit regime exists to control.
- Significant issuePermanent establishment risk
Signing contracts or making management decisions abroad turns PE risk from theoretical to real
Habitually concluding contracts or exercising real management authority from a foreign country is exactly what dependent-agent and management PE tests look for. Combined with Cayman having no tax treaty to soften these tests, this is the sharpest trigger for a genuine corporate tax problem abroad.
- Needs checkingResidency routes
The Residency Certificate for Persons of Independent Means is the cheaper self-funded route, without a right to work
The Residency Certificate for Persons of Independent Means (RCPIM) gives 25 years of residency, renewable, for CI$120,000 of annual income plus CI$1,000,000 invested, at least CI$500,000 of it in developed real estate, on Grand Cayman. On the Sister Islands the tier drops to CI$75,000 of annual income plus CI$500,000 invested, at least CI$250,000 in developed real estate. A CI$400,000 local deposit can substitute for the income test on either tier. It carries no right to work, and processing runs roughly four months.
- Needs checkingTax residency
Cayman will not tax you, but it also will not help you break tax residency at home
Cayman has no income tax, so it cannot make you tax resident here in any charging sense, however long you stay. But its Tax Information Authority no longer issues individual tax residency certificates, and Cayman has no comprehensive double tax treaties. Many home countries expect a certificate or treaty tie-breaker before agreeing you have broken residence there, so home taxing rights typically continue on your own facts alone.
- Needs checkingHealthcare coverage
Mandatory health insurance applies to residents, not visitors, so arrange your own cover
Every Cayman resident must hold at least the Standard Health Insurance Contract, but that mandate is built around residents, not short-term visitors, and there is no public healthcare for tourists. Cayman healthcare is private and priced like the US, so a coverage gap is expensive, not just inconvenient.
What tends to surprise people here
- The GCCP remote-work certificate expired in November 2024 with no clean successor
- No tax residency certificates or treaties, so home-country tax usually continues
- Very high cost of living and mandatory private health insurance
