What the rules say about Turkey

The rules below are the ones most likely to shape a stay in Turkey, in plain words and with the source behind each one. Your own report tells you which of them apply to you.

  1. Significant issueTax residency

Past six months you become a Turkish tax resident on worldwide income

More than six months (over 183 days) present in a calendar year, or an established Turkish domicile, makes you a full taxpayer (tam mukellef) on worldwide income at progressive rates of 15-40%. A statutory carve-out (Article 5) exists for specific, temporary-purpose stays, so check that exception before assuming residency is automatic.

  2. Significant issueMoving your company

Running your company from a Turkish desk can make it Turkish-resident

A company is a Turkish tax resident if EITHER its legal seat OR its effective place of management is in Turkiye. A founder who relocates and keeps running a foreign company from an Istanbul desk risks the business headquarters test alone dragging the company into 25% Turkish corporate tax on worldwide profit, and the mukerrer 20/D exemption covers the individual, not the company.

  3. Significant issuePermanent establishment risk

Contract authority or management from Turkiye creates real PE exposure

Habitually concluding contracts or exercising management functions from Turkiye is exactly what dependent-agent and management PE tests target. A deemed permanent establishment is taxed like a resident company at the standard 25% corporate rate, plus VAT, withholding and stamp tax obligations.

  4. Significant issueImmigration and visa

Past the visa-free cap without a permit, overstay penalties apply

Visa-free and e-visa routes cap out at 90 days in any 180, or 30 days per entry for Indonesian passport holders. Beyond the applicable cap a fine applies, roughly USD 14 for the first month plus USD 3 for each further month, subject to a doubling formula, plus residence card and single-entry visa fees on top. 2026 enforcement digitally flags visa violators the moment the deadline passes.

  5. Significant issueRight to work

Turkish clients or a Turkish employer entity require a work permit

Signing contracts locally, invoicing as a Turkish supplier, or your employer having a Turkish entity crosses from foreign remote work into the Turkish labour market and needs a Ministry of Labour work permit regardless of your immigration status. Ordinary business visits, meetings and customer visits alone are covered by the visa exemption for commerce per mfa.gov.tr, and do not by themselves trigger this.

  6. Significant issueResidency routes

Tourism-ground permit renewals are effectively closed in 2026

Migration Management now requires a clearly verified purpose beyond tourism, and renewals resting only on a rental contract are being rejected. 1,169 neighbourhoods, including core expat districts in Alanya, Antalya and Izmir, are closed to new foreign residence registration.
