What the rules say about St. Vincent & Grenadines
The rules below are the ones most likely to shape a stay in St. Vincent & Grenadines, in plain words and with the source behind each one. Your own report tells you which of them apply to you.
- Significant issuePermanent residency and citizenship
There is still no operational citizenship by investment programme here, whatever a marketing site tells you
For over twenty years every Vincentian government refused to sell citizenship, a position Prime Minister Ralph Gonsalves stated publicly and repeatedly while every other Eastern Caribbean state built one. That government lost the 27 November 2025 election 14 seats to 1. The new Prime Minister, Godwin Friday, used the 2026 Budget Address on 9 February 2026 to announce the government's firm intention to launch a programme by the middle of 2026, funded through a ring-fenced Saint Vincent and the Grenadines Investment Fund. We read that address in full. It announces an intention, it is not a citizenship law. As of this research date, that mid-2026 target has passed with no confirmed legislation, no live citizenship unit application portal and no published legal framework found anywhere, government or otherwise. Anyone today taking payment for a St Vincent passport by investment is selling access to something that, on the government's own most recent public statements, does not yet exist.
- Significant issueCrypto tax and legal status
No forex or cryptocurrency trading licenses are issued here, a broker's regulated claim is empty
The Financial Services Authority and the Financial Intelligence Unit issued a joint written advisory stating plainly, there is no regulation in place for Foreign Exchange Trading and Cryptocurrency offerings in Saint Vincent and the Grenadines, and no Forex Trading or Cryptocurrency licenses are issued here. The FSA's own separate warning notice repeats it in the same words, forex and broker licenses are not issued in this jurisdiction. What the FSA actually does is register companies, LLCs and business companies, as legal entities. A company registration certificate is not a trading license, and a broker citing SVG registration as a regulatory credential is describing incorporation paperwork, not financial supervision.
- Significant issuePermanent establishment risk
A Vincentian company actually run from a Dutch kitchen table is usually still a Dutch taxpayer
Dutch corporate tax law taxes a company on the basis of where it is effectively managed, not where it is incorporated. Setting up a company here for the territorial tax treatment does nothing to change that Dutch test, if the real decisions are still being made from the Netherlands, Dutch tax authorities can treat the company as Dutch tax resident regardless of where it is registered. With no bilateral tax treaty identified between the Netherlands and Saint Vincent and the Grenadines, there is no treaty tie-breaker to resolve a dispute either. It gets worse in the other direction too, Saint Vincent and the Grenadines' own residence test independently catches a foreign company managed or controlled from here, so the same structure can be caught by both countries' domestic rules at once with nothing to settle which one wins.
- Significant issuePersonal income tax
The UK, US and Canada tax treaties people cite here do not exist any more
Saint Vincent's Income Tax Act still carries an index of double taxation relief Orders for the United Kingdom, the United States, Canada and several others, and that index is what makes people believe treaty relief is available here. The Act's own text records each of those Orders as omitted under the authority of SRO 7 of 2010. Checking the counterparties confirms it: HMRC's double taxation relief manual states plainly that there is currently no agreement between the United Kingdom and Saint Vincent, terminated in 1987, the IRS's own list of United States income tax treaties does not include Saint Vincent, and Canada's Department of Finance list does not either. Canada has only a narrow information exchange agreement from 2010 and 2011, which shares data and grants no relief at all.
- Needs checkingTax residency
183 days of physical presence in a year makes you resident here for tax purposes, by statute
The Income Tax Act's definition of resident in Saint Vincent and the Grenadines includes an individual physically present here for not less than 183 days in the basis period for a year of assessment. It also catches someone whose permanent place of abode is here and who is present for any period during the year, and someone present for a period that bridges into 183 days of the adjoining assessment year. Any one of these three tests is enough on its own, they are not cumulative.
- Needs checkingMoving your company
Since 2021, companies and registered trusts pay zero on foreign income here, a real saving route if you meet the substance test
Act No. 20 of 2020 put a company within the meaning of the Companies Act, an external company registered under the Companies Act, or a business company within the meaning of the Business Companies Act, together with registered trusts, onto a territorial tax basis, an effective zero percent on foreign-source or global income once properly structured. This grew out of a 2017 to 2019 EU and OECD screening process that classified the old offshore exemption as a harmful preferential regime, so it comes with a real condition attached, economic substance requirements, covered separately, once the company engages in a relevant activity.
