What the rules say about Estonia

The rules below are the ones most likely to shape a stay in Estonia, in plain words and with the source behind each one. Your own report tells you which of them apply to you.

  1. Significant issueTax residency

Past 183 days, residency back-dates to your first day of arrival

Crossing 183 days in any rolling 12-month window does not make you resident from day 184 onward - it makes you resident RETROACTIVELY from the first certified date of arrival inside that window. This is the single most expensive detail in the Estonian rulebook for anyone who drifts past the line. You must submit form R to the ETCB to have residency determined, both on arrival and again on departure.

  2. Significant issuePersonal income tax

Estonian tax residents pay a flat 22 percent on worldwide income

Estonia's personal income tax stayed at a flat 22 percent for 2026 after the Riigikogu cancelled a legislated jump to 24 percent in December 2025 - several 2025-vintage sources, including an EY alert, still print 24 percent and should be treated as stale. From 2026 there is a universal basic exemption of EUR 700 a month (EUR 8,400 a year), no longer income-tapered, available only after a written application to the payer. Worldwide taxation applies from day one of residency with no ramp-in.

  3. Significant issueImmigration and visa

Past 90 days you need a visa - the Digital Nomad Visa is the natural fit for remote workers

The Schengen 90/180 visa-free allowance is exhausted at 90 days. A D-visa (long stay, up to 365 days, EUR 120 state fee) does not consume the ordinary 90/180 allowance the way a tourist stamp does, and Estonia's Digital Nomad Visa is the D-visa route built for foreign-employer remote work. The EU long-stay ceiling caps total long-stay time at 548 days within 730 consecutive days.

  4. Significant issueMoving your company

Managing an Estonian company without genuinely relocating risks losing its status

An Estonian OÜ whose place of effective management actually sits in the owner's country of residence can be treated as tax-resident THERE instead, losing the Estonian 0 percent deferral entirely and creating a foreign permanent establishment. This is the central structural risk of running an 'e-Residency plus OÜ' setup without a genuine physical relocation.

  5. Significant issuePermanent residency and citizenship

Naturalising in Estonia requires renouncing your existing nationality

Estonia does not permit dual citizenship for naturalised adults - you must renounce your previous nationality to become Estonian by naturalisation. Estonian-born citizens keep a tolerated dual status when they naturalise elsewhere, but that protection does not extend to people naturalising into Estonia. There is no citizenship-by-investment programme - the EUR 1,000,000 large-investor route is a residence permit, not a passport.

  6. Needs checkingSocial security

No social security agreement - your home rules decide everything

For the US, Brazil, Singapore, the UAE and Indonesia, Estonia has no social security coordination mechanism outside the EU regulation. Whether your home coverage continues depends purely on home-country domestic rules. The US gap is material: a US citizen paying Estonian social tax gets no US totalization credit and stays exposed to US self-employment tax with no detachment certificate available. The UK is not in this gap: coordination runs through the EU-UK TCA Protocol on Social Security Coordination instead.
