What the rules say about Belize
The rules below are the ones most likely to shape a stay in Belize, in plain words and with the source behind each one. Your own report tells you which of them apply to you.
- Significant issueMoving your company
The old 0 percent tax-exempt IBC regime ended in 2019, and even its grandfathering window closed on 30 June 2021
A great deal of offshore marketing still describes a Belize International Business Company as fully tax-exempt. That regime is gone. The International Business Companies (Amendment) Act, 2018, in force 1 January 2019, and the Economic Substance Act, 2019, in force 11 October 2019, ended the ring-fenced tax-exempt model under pressure from the OECD's Base Erosion and Profit Shifting project and the EU. IBCs incorporated on or before 16 October 2017 got a transitional grandfathering window preserving their old exemptions, but the Belize Financial Services Commission's own guidance note confirms that window closed on 30 June 2021. As of today, no Belize IBC, however old, still benefits from the pre-2019 zero-tax ring-fenced regime. If a provider or an old article tells you otherwise, they are describing a system that stopped existing years ago.
- Significant issueTax residency
There is no Netherlands-Belize tax treaty, so there is no formal tie-breaker if both countries claim you as resident
Unlike Panama, which has a real double tax treaty with the Netherlands, Belize does not. The only instrument in the Dutch treaty register between the two countries is a 2010 agreement covering exchange of tax information, not a double taxation treaty, and it contains no residency tie-breaker article. If Belize treats you as resident under its day count or domicile test, and the Netherlands separately treats you as resident under Dutch rules, there is no treaty mechanism to decide which country wins or to guarantee relief. This is the clearest way Belize sits in a weaker position than Panama for a Dutch mover.
- Significant issuePersonal income tax
The Netherlands and Belize only have an information exchange agreement, not a double tax treaty
The only instrument between the Kingdom of the Netherlands and Belize in the Dutch treaty register is the Agreement for the Exchange of Information on Tax Matters, signed 21 January 2010 by the Netherlands and 4 February 2010 by Belize, in force since 1 January 2011. It does exactly what its name says, it lets each tax authority request bank records, ownership information, and other data from the other to support tax enforcement, including where the underlying conduct would not itself be a crime in the requested country. It does not allocate taxing rights, does not provide a credit or exemption method for double-taxed income, and does not include a residency tie-breaker. If you see Belize described as having a tax treaty with the Netherlands, that is incorrect, what exists is a data-sharing agreement only.
- Significant issueImmigration and visa
Six months of tourist extensions is the practical ceiling, after that you need real status
Monthly Visitor's Permit Extensions are understood to run for about 6 months of cumulative stay before the tourist track stops being realistic. Belize's own primary pages did not give us a published hard cap in the text we could retrieve, but every secondary source describing the practice converges on 6 months, and Immigration officers have discretion to refuse further extensions. Beyond that point you need a residency route, Qualified Retired Persons status, permanent residence, a work permit, or Work Where You Vacation if you qualify for it, or you need to leave.
- Significant issueSocial security
There is no social security agreement between Belize and the Netherlands
Belize's only reciprocal social security coordination is the CARICOM Agreement on Social Security, in effect since 1 April 1997, which totals contributions across Caribbean Community member states for people who worked in more than one. The Netherlands is not a CARICOM member, so this agreement does nothing for a Dutch mover. We found no bilateral social security agreement between Belize and the Netherlands in our research. If your Belize plans depend on continuing Dutch social security coverage, or on Belize contributions somehow counting toward a Dutch benefit, that link does not exist through any treaty mechanism.
- Significant issueRight to work
Serving Belize's local market is a different legal activity from remote work for a foreign employer
Belize's remote-work friendly routes, the tourist grey zone and Work Where You Vacation, are both built around work for an employer or clients outside Belize. The moment you visit local customers, sign local contracts, or otherwise serve the Belizean market, you have moved into activity that needs a Temporary Employment Permit tied to the right residency category, not a remote-worker status. This is a common trap for a freelancer or founder who picks up even one local client while living there on the wrong status.
