What the rules say about Singapore

The rules below are the ones most likely to shape a stay in Singapore, in plain words and with the source behind each one. Your own report tells you which of them apply to you.

  1. Significant issueImmigration and visa

Past 90 days, visit-pass routes run out and you need a real pass

90 days is the maximum e-Pass grant, and STVP extensions are discretionary, limited, and not a route to a long stay. Singapore has no general long-stay visit visa the way some countries offer, and no digital-nomad visa has been introduced either. For remote or knowledge workers who genuinely want to base themselves in Singapore, the realistic route is the Overseas Networks and Expertise Pass (ONE Pass), which can be granted on the basis of an overseas employer. Overstaying instead of getting a proper pass carries real penalties under the Immigration Act 1959: up to 90 days of overstay risks a fine up to SGD 4,000 and/or up to 6 months imprisonment, and overstaying more than 90 days adds mandatory caning of at least 3 strokes (or, where caning does not apply, a fine up to SGD 6,000 in lieu) on top of imprisonment.

  2. Significant issueRight to work

Visiting customers or signing contracts locally without a pass is illegal working

Client-facing revenue work and contract signing sit outside MOM's exempt-activity list. Working without a valid pass is a separate offense under the Employment of Foreign Manpower Act, section 5(1): a fine of SGD 5,000 to 30,000 and/or up to 12 months imprisonment. This applies on top of, not instead of, the general visit-pass work prohibition.

  3. Significant issuePermanent establishment risk

Concluding contracts or exercising management from Singapore creates real PE risk

A dependent-agent permanent establishment arises when someone habitually exercises authority to negotiate and conclude contracts on the employer's behalf in Singapore, the classic trigger being a remote salesperson closing deals locally. Being senior enough to shift 'central management and control' to Singapore can also make the company itself Singapore tax-resident, since that test looks at where directors actually meet and decide.

  4. Significant issuePersonal income tax

Past 60 days, Singapore taxes your income as a non-resident

Once you exceed 60 days of employment exercised in Singapore in a calendar year, the short-visit exemption is gone. Between 61 and 182 days you are taxed as a non-resident: employment income at a flat 15 percent, or at resident progressive rates with reliefs, whichever produces the higher tax. This applies even though your employer and salary are entirely foreign, physical presence, not employer location, is what triggers it.

  5. Significant issueCrypto tax and legal status

Running a crypto business from Singapore for overseas-only customers needed a licence from 30 June 2025, with no grace period

Part 9 of the Financial Services and Markets Act 2022 commenced on 30 June 2025 and captures anyone operating from Singapore, individuals, partnerships and companies alike, who provides digital token services solely to customers outside Singapore, closing the gap the Payment Services Act never covered since that Act only keys off serving Singapore customers. MAS has said it will grant licences under this regime only in extremely limited circumstances, for example where the applicant can explain why it serves only overseas customers despite being based in Singapore and is already supervised to internationally accepted standards elsewhere. There was no transitional period and no grace period, unlicensed providers in scope had to cease operating by the commencement date itself. The licensing burden where a licence is granted is real, minimum base capital of SGD 250,000, an annual licence fee of SGD 10,000 regardless of business size, a Singapore-based compliance officer, annual audit, and full anti-money-laundering and cybersecurity requirements. Breach of section 137 carries a fine of up to SGD 250,000 and up to 3 years imprisonment, applied regardless of business size.

  6. Significant issuePermanent residency and citizenship

Singapore citizenship costs your other passport, and sons who take PR young owe national service

Dual nationality is not permitted. Taking Singapore citizenship means renouncing every other citizenship you hold, and under Article 134 of the Constitution a citizen who voluntarily acquires a foreign citizenship after turning 18 can be stripped of Singapore citizenship. Dual citizens by birth must elect around age 21 and lose Singapore citizenship if they do not renounce the other one. Separately, and this catches relocating families off guard, a son who obtains PR as a dependant before around age 16.5 becomes liable for national service, registration at 16.5, enlistment around 18, 2 years of full-time service in the armed forces, police or civil defence force, then a reservist obligation. First-generation PRs who are the principal applicant themselves are not liable. Renouncing PR specifically to dodge national service carries a near-total bar on future study, work or residence in Singapore, a fine of up to SGD 10,000 and up to 3 years imprisonment, on top of losing the PR itself.
